Expression of Interest

The African Investment and Community Development Agency (AICDA) is proposing to undertake a pre-qualification exercise for the under-listed projects under the 2026/2027 budget. The Agency wishes to invite reputable companies to indicate interest to undertake the under-listed projects:

  • Completion of Property at Lome and Kara (Ref EPB/AICDA/TG/2026/2027/001)
  • Supply of Agricultural Equipment, (Ref EPB/AICDA/TG/2026/2027/002)
  • Supply of Hospital Equipment (Ref EPB/AICDA/TG/2026/2027/003)
  • Construction of Smart Schools (Ref EPB/AICDA/TG/2026/2027/004)
  • Supply & Installation of Bottling Plants and Water Treatment Plants (Water, Beverage etc.), (Ref EPB/AICDA/TG/2026/2027/005)
  • Supply of Plumbing Materials (Ref EPB/AICDA/TG/2026/2027/006)
  • Supply of Steel Pipes, Valves and Pumps (Ref EPB/AICDA/TG/2026/2027/007)

The projects involve supply, new construction works, replacement, rehabilitation and upgrading of the elements of existing facilities and appertaining equipment.

SUBMISSION

Application for Prequalification accompanied with a commercial offer should be submitted in sealed envelope through an accredited agent to the African Investment and Community Development Agency (AICDA).

Application should be addressed to the African Investment and Community Development Agency (AICDA) through the procurement department.

Vendors Registration Process – Questions and Answers (Q&As)

General

A: The African Investment and Community Development Agency (AICDA) centrally registers new suppliers/vendors on a monthly basis. Ad-hoc off-cycle suppliers' registration requires the approval of the Head of the Procurement Department. The AICDA vendor registration process involves the receipts of information which facilitates adequate due diligence in respect of potential suppliers.

A: No fee is required for vendor registration with the African Investment and Community Development Agency (AICDA).

A: The registration process results in the listing of Registered Vendor on AICDA which serves as the source of bidders list for bidding. Also, registration is not a guarantee of patronage or award of contracts by AICDA.

Process

A: The process for Vendor Registration with AICDA is highlighted in the following steps:

  1. Prospective supplier obtains the Contractor/Vendor Registration Form from the Procurement Department.
  2. Alternatively, the Procurement Department emails Contractor/Vendor Registration Form to prospective supplier.
  3. Supplier completes registration form and emails completed form along with copies of required documents.
  4. Procurement department receives completed form (including required additional documents) from vendor and with the use of Contractor Registration Assessment Checklist conducts the following checks:
    • Checks for completeness
    • Checks to confirm that the vendor was not previously deregistered and that its officers are not same as officers of a previously deregistered company
  5. Reviews application and obtains approval for registration
  6. Supplier is issued a registration letter
  7. Supplier is registered on AICDA and receives email notification with a registration certificate.

A: The list of newly registered suppliers is published in the first or second week of a new month. All applications received within the last month are published at this time.

A: The list of newly registered suppliers is published in the first or second week of a new month. However for incomplete or unsuccessful applications, the vendor will be contacted by Procurement department with feedback on the status of their application and further requirements where applicable.

A: Prospective suppliers are not required to follow-up on their application to facilitate the registration process.

Requirements

A: The supplier is required to complete and submit the Contractor Registration Form (along with other supporting documents) for registration.

A: In addition to the registration form, the following documents must be submitted for vendor registration:

  • Certificates of Company Registration
  • Prove of Address of Company
  • Brief Company Profile
  • A copy of current Tax Clearance Certificate (if available)

A: The completed application form and supporting documents should be sent by email.

A: The complete Contractor Registration Form and supporting documents must be submitted all at once before vendor registration can be processed.

De-registration

A: Vendor deregistration is the process of removing registered suppliers from the list of registered AICDA suppliers/vendors such that these suppliers may no longer be considered for AICDA business.

A: Vendors may be de-registered by AICDA based on the following:

  • Unethical grounds
  • Failure to renew registration timely
  • Vendors that have requested to be deregistered
  • Vendors that have abandoned a contract.
